Subject–Verb Agreement

Make it the costs of securities trading in Singapore have risen, because the plural head noun costs needs a plural verb.
This error is the reverse of what we normally see — i.e. a singular head noun wrongly taking a plural verb because of other nouns nearer the verb (e.g. *the problem of rising costs are...).
